Scope and contentThis file contains a presentation by Armand Couture, Robert Brunet, Andre Laporte and Mr. Marguillier that analyzes the current climate for project negotiations between Aboriginal groups and Hydro-Quebec. The presenters offer several recommendations to establish productive dialogue during negotiations, including the necessity for creating detailed social compacts that are acceptable and beneficial to both Aboriginal peoples and the population at large; an accurate analysis of Canadian experience with Aboriginal self-government; and fair shared-land use principles in relation to Aboriginal fishing, hunting and trapping. A question-and-answer session with the Commissioners follows the presentation.
