Scope and contentThis file contains a presentation by Ghislain Picard focusing on the relationship between Aboriginals in Quebec and Labrador and the federal government. Picard offers some recommendations: Aboriginal rights must be recognized as legal, inherent rights by the Quebec government; the Quebec government should recognize that there are existing treaties in Quebec and that there has been a treaty process; the claims of individual First Nations must be settled by way of treaty; and forestry development and hydro-electric development should not be allowed to take place on land which is subject to negotiation based upon Aboriginal rights. A lengthy question-and-answer session with the Commissioners follows the presentation.
