Scope and contentThis file contains a presentation by Morris Merick that first provides a history of the past practices of the federal and Manitoba governments in relation to First Nations child welfare services, particularly with the fostering and adoption of Aboriginal children. He states that "Canada has failed to meet its obligations as a member of the United Nations to defend the human rights of all citizens" and calls for Aboriginal control over fostering and adoption of Aboriginal children. Merick then introduces Mary Roulette, Director, Dakota Ojibway Probation Services.
