Scope and contentFile contains a presentation by the Honourable Stephen Kakfwi, Government of the Northwest Territories, Minister for Intergovernmental and Aboriginal Affairs. Kakfwi discusses the recent failure of the Charlottetown Accord (which his government supported), the need for healing of Aboriginal communities as part of the move towards self-government, the unique situation of northern Aboriginal communities in Canada, his governments character in terms of being Aboriginal in the majority of representatives, housing issues, the creation of Nunavut, self-governance agreements generally, Treaty and Metis issues, and the question of an inherent right to self-government. Following the presentation the assembled Commissioners discuss boundary, Treaty, language, education, and self-government concerns with Kakfwi.
