Scope and contentFile contains a presentation by Counsellor Cy Standing of the Wahpeton First Nation. After some introductory remarks in Dakota (not provided), Standing gives a brief summary of his personal history. Following that Standing discusses his view of international law as it relates to Aboriginal soveriegnty, policies designed by bureaucrats to marginalize Aboriginal people, the importance of the connection between the Canadian Dakota and their American relatives, post-secondary education, his dissapointment that federal bureaucrats are involved in the Commission, research for land claims by the Wahpeton First Nation and lack of assistance for these endeavours, thoughts on the Canadian Constitution as it pertains to Aboriginal peoples. Following the presentation are comments and a discussion between Commissioners Wilson, Chartrand, and Erasmus regarding some of the topics raised.
