1988: Faculty Strike

The dominant event of 1988 was the University of Saskatchewan’s first faculty strike.  A rift between the faculty and the administration had been widening since the early1970s.   Declining provincial grants, increasing enrolment and a growing distrust of the administration were the contributing factors.  By 1976 the U of S faculty became the first in Canada to turn their association into a bargaining unit.  Things came to a head in early March when the provincial government announced a two-year wage freeze for public servants.  The University, not bound by the provincial wage freeze but facing a large deficit, offered the faculty a 0% increase for 1987/88, stalled further negotiation and refused to discuss an arbitrated solution.  A strike vote was called.  The results were 424 for, 412 against.  On Monday March 28, picket lines were erected at the six entrances to the University.  Not all faculty honoured the picket lines.  Arts and Sciences came to a virtual standstill while at the professional colleges such as Engineering, Agriculture, Medicine and Veterinary Medicine the majority of the faculty came into work.  After two weeks out, faculty were legislated back to work and eventually settled on a new agreement in 1989.   Students were able to finish the year with no academic penalty. 1
