Pour faire suite à la récente annonce de la coupure proposée du poste d'archiviste à la ville de Regina, le Comité des affaires professionnelles de l'Association des archivistes du Québec, ne saurait rester muet. L'Association est l'organisme professionnel des archivistes de langue française à travers le Canada. Nous sommes à la fois troublés et inquiets du sort réservé aux archives et aux archivistes dont la principale fonction est d'assurer leur gestion adéquate et de les rendre disponibles tant aux décideurs de la ville de Regina qu'à la population en général.
Notre intervention s'inscrit dans le rôle essentiel des archives en tant que ressource stratégique permettant une gestion saine et fonctionnelle des activités des organisations contemporaines. Ainsi, les archives assurent la transparence, l'imputabilté et la reddition des comptes des institutions municipales; elles assurent également la protection de droits des citoyens et l'accès à l'information. Les archives, en tant que ressource essentielle à l'administration des affaires de la ville de Regina -- au même titre que les ressources humaines ou financières --, constituent un moyen incontournable d'assurer le maintien et le développement d'une organisation.
Le professionnel responsable de la gestion des archives a la responsabilité d'assurer la pérennité des documents qui témoignent des décisions du Conseil municipal et des réalisations de la municipalité. Le rôle de ce professionnel vise à identifier, organiser, conserver et rendre accessibles les documents, parmi la masse de paperasserie créée par la ville de Regina, qui valent d'être conservés en permanence. Seul un professionnel qualifié est à même d'assumer avec compétence une responsabilité d'une telle envergure, et cette personne a besoin de l'autorité d'un poste reconnu dans la structure administrative de la ville pour l'assumer avec efficacité.
Nous sommes pleinement conscients des marges de manoeuvre financières limitées des organisations municipales. Cependant, il nous apparaît illusoire de croire que la coupure de ce poste contribuerait à améliorer la situation financière de la ville. Au contraire, sans la présence d'un archiviste professionnel, la gestion de l'information souffrira et ralentira la prise de décision éclairée des décideurs de la ville de Regina. C'est donc pour cette raison que nous vous demandons de rejeter la recommandation de coupure du poste d'archiviste de la ville à Regina.

The Comité des Affaires Professionnelles of the Association des Archivistes du Québec, the professional association of French-speaking archivists across Canada, cannot remain indifferent to the recent announcement of a proposal to eliminate the position of the city archivist of Regina. We are disturbed and concerned about the fate facing the City's archives and the archivists whose chief responsibility it is to ensure the proper management of those documents and their availability to both the decision-makers of Regina and the general population.
Our intervention is founded on the essential and necessary role that archives play as a strategic resource in the sane, functional management of the activities of all contemporary organizations. They ensure transparency and accountability in municipal institutions; they also offer protection of citizen's rights and access to information. Archives, as an information resource - and in this function they are as important as human and financial resources for the administration of the business of the City of Regina - constitute an indispensable means of ensuring the efficient maintenance and development of municipal bodies.
The professional archivist responsible for the management of the City's archives is charged with ensuring the long-term preservation of a solid documentary record of the decisions of the City Council and of the achievements of the municipality. The role of this professional is to identify, arrange, preserve, and make available from among the mass of paperwork generated by the City of Regina, those documents that are of permanent value. Only a qualified professional is capable of assuming competently such a serious responsibility, and that person needs the authority of a recognized position in the municipal administrative structure to assume it effectively.
We are fully aware of the limited financial resources at the disposal of municipalities. However, we feel that it is illusory to think that the elimination of this position will contribute to improving the City's financial position or to increasing efficiency in government. On the contrary, without the contribution of a professional archivist the process of effective information management will suffer and enlightened decision-making by the authorities of the City of Regina will be slowed down. It is for this reason that we urge you not to proceed with the recommendation to cut the position of City archivist in Regina.
